Quick answer

To buy real estate in Dubai as a foreigner, choose a freehold area, set a budget that includes the buying costs on top of the price, arrange finance, use a RERA-licensed agent, sign the Form F sales agreement with a deposit, complete the transfer at a DLD-approved trustee office and collect your title deed.

Key takeaways
  • 1Foreigners can buy freehold property in designated areas such as Downtown Dubai, Dubai Marina and Palm Jumeirah.
  • 2Budget for the DLD transfer fee, agent commission and other costs on top of the price.
  • 3Use an agent with a valid RERA broker card and a permit number on every advert.
  • 4For off-plan, check RERA registration, the escrow account and Oqood registration before paying.

Foreign buyers can purchase freehold property in Dubai's designated areas by following eight steps: set a budget, choose an area, arrange finance, hire a licensed agent, sign the sales agreement, pay the transfer fees, register the title deed and set up the property. This guide explains each step, the real costs, mortgage limits, off-plan safeguards and residency options, with links to the official bodies so you can verify every figure yourself.

Can foreigners buy real estate in Dubai?

Yes. Foreigners can buy freehold property in areas that the Dubai government has designated for foreign ownership, including Downtown Dubai, Dubai Marina, Palm Jumeirah, Business Bay and Jumeirah Village Circle. Freehold areas in Dubai are zones where foreigners can own property outright. Freehold means you own the unit and a share of the common areas outright and can sell, rent out or pass it on. You do not need to live in the UAE to buy. Always confirm that the exact community is freehold with the Dubai Land Department (DLD) before making an offer.

8 steps to buy real estate in Dubai, from setting a budget to receiving the title deed
  • Set a budget and goal. Decide between a home, a rental investment or both, and add the purchase costs below to the price.
  • Choose an area and property type. Compare price per square foot, commute, amenities and rental demand. Listing portals Bayut, Property Finder and Dubizzle show current asking prices.
  • Arrange finance. Cash buyers move fastest. If you need a mortgage, get pre-approval first.
  • Use a licensed agent. Ask for the RERA broker card and check the permit (Trakheesi) number on each advert. See our guide to real estate agents in Dubai.
  • Sign the sales agreement (Form F). Buyer and seller sign the Memorandum of Understanding and the buyer pays a deposit agreed in the contract.
  • Obtain the NOC and complete the transfer. For a ready property the developer issues a No Objection Certificate. Transfer then happens at a DLD-approved trustee office, where you pay the balance and fees.
  • Receive the title deed. The DLD registers the property in your name. Check the unit number, size and owner details.
  • Set up utilities and management. Register electricity and water, arrange insurance and decide whether to live in it, rent it out or hire a manager.

How much does it cost to buy property in Dubai?

Budget for more than the sale price. According to the Property Finder DLD fees guide and other published guides, the main items are:

  • DLD transfer fee: a percentage of the declared price. It is legally shared between buyer and seller but is usually paid by the buyer.
  • Agent commission: usually a percentage of the price, plus VAT.
  • Trustee office fee: a fixed fee that depends on the property value, plus VAT.
  • Title deed fee: a small fixed fee for most ready units.
  • Developer NOC: a fee that varies by developer, plus VAT.
  • Mortgage registration: a percentage of the loan plus a small admin fee, and a bank valuation fee.

Banks generally do not finance these upfront costs, so keep them ready in cash. Annual service charges are extra and vary by building.

Can non-residents get a mortgage in Dubai?

Yes, but with a bigger deposit. The Central Bank of the UAE sets loan-to-value limits that depend on whether you are a resident, whether it is your first property and the property value. Non-residents are typically offered a lower loan-to-value than residents, and off-plan loans are often capped lower or not offered by some banks. These rules change, so confirm limits with the Central Bank and your lender before you commit.

How do you buy off-plan property in Dubai safely?

Off-plan means buying before construction finishes, usually on a payment plan. Protect yourself with five checks:

  • Confirm the developer and project are registered with RERA through the DLD website.
  • Pay only into the project's regulated escrow account, never a personal account.
  • Make sure the sales agreement is registered on the DLD's Oqood system.
  • Read the handover date and the penalties for delay.
  • Keep the approved floor plan and specification in writing.

Does buying property in Dubai give you residency?

It can. Property above a set value threshold, based on its DLD-certified value, can qualify an investor for the long-term Golden Visa, and mortgaged properties may also count with a bank letter, according to published guidance. Eligibility, fees and documents change, so check with the DLD before relying on it.

What mistakes should buyers avoid?

  • Paying a deposit before seeing the permit number and the title or Oqood record.
  • Relying on projected rental yields without deducting service charges.
  • Ignoring the cash needed for fees at transfer.
  • Skipping independent legal advice on complex or off-plan deals.

Before you commit, read whether Dubai property is worth it once costs and risks are included.

Final thoughts

Buying in Dubai is a clear sequence: verify the freehold status, secure funds, use a licensed agent, sign a registered contract, pay the fees and collect the title deed. Verify every document, budget for the extras and the process is manageable even from overseas.
